Singapore has implemented a vaccine circulation route with a limited number of countries since 2021, and there have been several extensions and modifications to the program since its inception.
Singapore announced the most recent changes to the VTL on February 16, 2022 (read more here) which it has now amended without further disclosure beyond updating its website. Last week, the country also opened a marine bubble with Indonesians Batam and Bintan (read more here).

The changes Singapore has now instituted affect long-term pass holders and work permit holders
Here are the changes:

Long-term pass holders are now associated with Singapore citizens and permanent residents. There is however no change in VTP for them based on this change. Holders of eligible work by holder are no longer required to apply for a Vaccinated Travel Pass (VTP) or take out separate Covid-19 insurance (good idea to be insured).
Conclusion
Not sure if it was just a website update issue or if they backdated the policy announced last week? The website was updated Friday regarding long-term pass and work permit holders.
